TORTOLA, British Virgin Islands — Former Deputy Governor Mrs. Dancia Penn-Sallah, OBE, KC recently served as Acting Governor of the Virgin Islands, temporarily assuming the Territory’s highest constitutional office while both Governor Daniel Pruce and Deputy Governor David D. Archer Jr. were away from the Territory.
According to an official release from the Office of the Deputy Governor, Mrs. Penn-Sallah’s appointment took effect during the absence of the Governor and Deputy Governor and continued until Saturday, 3 October 2026. GOV.VG
Her appointment was made in accordance with Section 37 of the Virgin Islands Constitution Order, 2007, which provides for the appointment of an Acting Governor when necessary. GOV.VG
Mrs. Penn-Sallah is no stranger to senior public service in the Virgin Islands, having previously served as Deputy Governor. Her return to such a senior constitutional role placed an experienced public servant at the helm of the Territory’s gubernatorial responsibilities for the temporary period.
The announcement was issued by the Office of the Deputy Governor in collaboration with the Governor’s Office on 29 September 2026. GOV.VG
For residents of the Virgin Islands, the appointment ensured continuity in the administration of the Governor’s constitutional duties while the Territory’s substantive Governor and Deputy Governor were overseas.
